Velocus

(I been thinking of this guy quite a lot, and possible for a Power Rangers Dino Fury villain)

Velocus is a genetically altered Velociraptor enhanced to be humanoid and during past bounty hunts became a cyborg, he controls the space kaiju Gigan, and form his ship, a stolen Neo Terran spacecraft, he has magnet on the hull of the ship he added himself, to bring out Neo Dinozords out of hiding.

He'll work for anyone that can pay him well, he won't take orders from anyone even Mesosaur or Droven.
